The offshore placement area began approximately 16 miles south of Cape Canaveral and extended 5 miles southward. The five mile placement area was 1,000 feet offshore of two coastal municipalities: Satellite Beach (R82 -R97) & Indian Harbor Beach (R97 - R105) and unincorporated Brevard County (R105 to R119).

This project involved the manufacture, transport, and installation of articulated concrete mats with a coquina-rock surface to establish a 4.8-acre artificial reef offshore of Brevard County, Florida, at depths of 14 to 16 feet Mean Low Water (MLW). Shoreline Foundation, Inc. (SFI) fabricated reef mats, each measuring 2.6 feet by 2.6 feet, with coquina rock embedded to ensure high surface rugosity for enhanced habitat creation. The mats were interconnected using longitudinal and lateral cabling, forming reef blocks in a 3x6 pattern. A total of 42 mats were arranged in a 6x7 running bond brick pattern, with an additional column of reef mats creating an offshore reef ledge. The project deployed 36 reef sets, each covering approximately 0.14 acres, strategically placed across ten designated offshore sites within the project area to support marine life and promote ecosystem growth.
